KAKAMEGA CBEF SECRETARY URGES TIMELY EXCHEQUER DISBURSEMENTS
The Secretary of the Kakamega County Budget and Economic Forum (CBEF) Rev. William Owuya has called on the National Government to ensure timely disbursement of shareable revenue to counties.
Speaking during a meeting with officers officials from the Commission on Revenue Allocation (CRA) in Nairobi on Tuesday, Rev. Owuya emphasized the importance of predictable and prompt funding to enable counties meet their development and service delivery obligations.
He further urged the CRA to uphold the principles of the Constitution when allocating revenue, particularly the equitable distribution of national resources to all counties.
Rev. Owuya also highlighted the critical role of County Budget and Economic Forums in fostering public participation in financial management and advising county governments. He encouraged counties that have not yet established their CBEFs to do so without delay, noting that these forums are essential for transparency and inclusivity in county governance.
The CRA, in response, announced plans to deploy officers to counties to assess the functionality of CBEFs and ensure they are operating effectively.
Rev. Owuya was accompanied by Secretary of the Makueni County CBEF Mr. Jonathan Mbului and the Organizing Secretary of the National Alliance of CBEFs. Rev. Owuya currently serves as the Chairman of the alliance.
